On win 8.1 home edition you can just disable the (malfunctioning) QoS option on your network adapter, and connections will speed up greatly. At your own risk of course, but worth a try, worked for me.

Ok so this works only with Windows 8.1 Pro edition guys, if you don't have it then don't even bother watching this video or doing this.
It certainly impacted Windows Update speed but I am not sure about the App Store. Thumps Up!

This will only work with Win 8.1 professional edition. No gpedit.msc installed in the home edition
