14. The coverage of scooped storage is very misleading. In Android apps always only had access only to their private data, unless they specifically ask to write data on the shared store. Scooped access is only am evolution of the shared store. So your point about an app accessing other app data is not really true, unless the app you use to write your cookies save them in shared storage. Browsers, btw, save cookies in private storage, so is not possible for other apps to read them.
