Well I've just tested the same pia server with the same speed test server using wireguard on my iPad Pro 11 and I got 197 Mbps and I'm in the UK, Tom things are not always black and white and these issues could be your end, routing or anything I don't think it's the pia server itself
In my honest opinion, it's not right to dismiss a service because of a couple of speed tests especially without troubleshooting it first thanks for the video
