This only my opinion but I think South Korea is one of those countries that doesn't want a fair trade with their trading partners like the Philippines which has imbalanced trade in favor of them, causing the Philippines to have trade losses because of imbalances that was being taken advantage by South Korea. They are protecting their market with tarriffs while looking for us to open market more and abused it.
