This can really help with extremely slow, non-dynamic video clips. For example very slow scenery clips. It can speed them up to make them more interesting without making them glitchy like the clip you demonstrated with.

When i speed up my footage using this method. The final render shows frame skipping every 12 frames or half a sec. There's a jumpiness. The original footage is 30fps and rendering is also to 30fps. The clip properties has resampling set to disabled (bec that causes a whole new set of problems like double images and frame ghosting effect).
