  3. Some ISP have policy that, for local link (usually in those country) they give unrated speed usually it depend on your connections to your ISP, and for international link, the will impose the speed that your are paying for.
    This practice usually happen in Asia, since the International link is more expensive than local link.
    I was in Jakarta, Indonesia, in my friend house, when I wanted to download something, he asked me to download it from Indonesia local link (in Indonesia we calling it IIX (Indonesia internet exchange) , since it much faster.
    As far as I remember, I getting 100 Mbit about 12 -13 MB/sec, while from non local link it was only gout about 2 MB/sec or about 16 Mbit.
    He told me that his ISP, using the policy that I mentions above.

    You can test it, with ookla, try to choose, local server, and than international server. Try to see if there any difference.
    If it does, it is mean your ISP have the same policy.
    In my opinion you are lucky.

    The only benefit of ookla, they have a lot of server, so you can test your link to different server on various countries.
    For me it is important since most of the times, I am connecting to non local server.
